ICE Publishing is the civil engineering shelf, with the archive behind it
The archive a civil engineering faculty actually cites
ICE Publishing is a specialist publisher of journals, books and technical resources for civil engineering, infrastructure and the built environment. Its journal and eBook portfolio has been part of Emerald Publishing since May 2023.
Global tools. Local licensing and support.

- One subscriptionPlaced and renewed with a Philippine company
- Access set upLogins and links arranged with your library
- Program scopingCoverage matched to the programs and offices you run
- Local supportQuestions reach a team in the Philippines
CE-Logic licenses the tool locally and sets it up with your library, so your users reach the content it holds, your librarians put it in front of the right people, and the institution gets sources it can stand behind.
What goes into one subscription
What ICE Publishing is
- Civil engineering journals
- Journal archive to 1836
- eBooks in perpetuity
The list is narrow on purpose. It covers structures, geotechnics, materials, water, transport and the built environment, which is why an engineering library can hand it to a faculty member without a note about where to look first.
The journals include Géotechnique, Géotechnique Letters, the Magazine of Concrete Research, Advances in Cement Research, Geosynthetics International, and the Proceedings of the Institution of Civil Engineers series, which runs across Civil Engineering, Geotechnical Engineering, Structures and Buildings, Water Management, Transport, Bridge Engineering and Construction Materials.
The books cover civil engineering, contracts, finance and law, energy, environment, Eurocodes, geotechnics, ground engineering, infrastructure, materials, structures and buildings, transport, and water and wastewater, with engineering history in the same collection.
Who it is for
Civil, structural, geotechnical, water and transport engineering programs, practicing engineers in construction, infrastructure and public works, and the librarians sourcing civil engineering and built-environment content for them.
That librarian is usually weighing one question, whether the collection a faculty member will actually cite is the one the library can afford to keep. A civil engineering department reads the archival journal the way a law school reads case law, and a collection that stops short of that archive is one the faculty will route around.
What is inside
- Civil engineering journals
- Journal archive to 1836
- eBooks in perpetuity
- Peer-reviewed journals across civil engineering and materials science, including Géotechnique and the Proceedings of the Institution of Civil Engineers series
- Over 1,500 eBooks, from best practice guides and technical specifications to engineering history
- Journal archive access back to 1836, so a citation from an old report can be opened instead of requested
- Collections split by need: the Complete Collection with archive access back to 1836, the Current Collection, the Science Collection, and an Annual Archive
- eBooks available in perpetuity as a single purchase, or rented through an annual subscription
- Journals and books from one list, so a civil engineering collection is not split across two publishers
Getting access in the Philippines
CE-Logic brings ICE Publishing to Philippine institutions and handles the subscription and the access setup with your library. Tell us which engineering programs you support and which collections your library already holds, and CE-Logic will work out which one fits.
The publisher relationship matters here, because a research office checking publisher families will find this list filed under Emerald. ICE Publishing's journal and eBook portfolio has been part of Emerald Publishing since May 2023, when Emerald acquired the journals and the majority of the book catalogue and the Institution of Civil Engineers licensed the ICE Publishing brand and name for those titles. Emerald Publishing has its own page on this site, Access Engineering covers the wider engineering reference shelf, and the whole line sits on CE-Logic Research and Information Solutions.
How CE-Logic Implements ICE Publishing: The Navigate Framework
A license is not adoption. CE-Logic uses the Navigate framework to make sure the resource gets adopted, reaches the right people, and stays tied to institutional goals.
01
Discover
We look at what your programs, research offices and students need to reach, and how your library handles access today, before a subscription is placed.
02
Align
We match the coverage to the programs, research areas or agency mandates it has to serve, so the subscription has a reason to exist.
03
Activate
We set up authentication and library links before launch, and start with the librarians and faculty who will use it first.
04
Sustain
Ongoing support from CE-Logic after launch, with usage reviewed against the programs the subscription was bought for, so renewal is a decision on evidence.
Navigate is the C&E ALS framework for turning a licensed resource into research your institution actually uses. Read about C&E ALS Navigate.

Questions engineering libraries ask before licensing ICE Publishing
Can we evaluate ICE Publishing before we subscribe?
Yes. CE-Logic arranges a free trial or a demo for your institution. With ICE the first question is usually how far back a faculty needs to cite, so the trial is arranged around that, and around the collections your library already holds.
How do we request a quote for ICE Publishing access?
Use the contact form on this site, and tell CE-Logic which engineering programs the library supports and which collections it already holds. The subscription is worked out through Navigate, scoping the collection against those programs before anything is placed.
Do our engineers reach ICE journals through the Emerald platform?
Yes. ICE Publishing's journals and eBooks have been part of Emerald Publishing since May 2023, and the ICE content now sits on Emerald Insight, the same platform as Emerald's own journals. Old ICE Virtual Library links redirect there, so a reading list built years ago still opens.
Which civil engineering journals come with ICE Publishing?
The list covers civil, geotechnical and structural engineering, water, transport, bridges and construction materials. The titles an engineering faculty asks about first are Géotechnique, Géotechnique Letters, the Magazine of Concrete Research, Advances in Cement Research, Geosynthetics International and the Proceedings of the Institution of Civil Engineers series.
Can we license ICE journals without the Emerald collection?
Yes. ICE is its own set of collections inside the Emerald family, so a library can take it without the Emerald collections: Complete, Current, Science or an Annual Archive. CE-Logic scopes the choice through Navigate against the engineering programs you serve, and checks what your holdings already cover.
How far back do the ICE journal archives go?
Back to 1836, which is as far as the ICE journal archive runs. A citation in an old site report or a decades-old paper can be opened instead of requested through interlibrary loan. Archive depth depends on the collection you license; the Complete Collection carries it to 1836.
